Will outsourcing freelance payroll save us money?

One of the questions new clients quite reasonably ask early on is whether outsourcing freelance payroll will save them money. The answer isn’t always straightforward, because the cost of managing payroll in-house usually extends well beyond the payroll team itself.

When finance teams compare outsourcing with managing freelance payroll in-house, the visible numbers rarely tell the whole story. An external fee is easy to identify, but the internal cost is often spread across salaries, systems and time spent by people whose main role isn’t payroll.

Whether I’m speaking to a CFO, COO, procurement director or head of production, the useful question isn’t simply, “What does payroll cost?” It’s, “What are we really spending to make the whole process work?” Understanding that wider commercial picture is essential before considering the additional benefits of improved compliance, scalability, reporting and the freelancer experience.

Count the time outside the payroll team

Freelance administration rarely sits neatly in one place. Finance, HR operations, creative operations, production management and legal may all be involved.

Line managers can also spend time on contracts, IR35 considerations, onboarding, timesheet approvals and invoice chasing. For a producer, production manager or event manager, every hour spent on that work is an hour taken away from the production itself. Add duplicated effort across teams and the cost becomes more significant, even if it never appears as a separate budget line.

Look at the quality of your data on freelance spend

A business may know its total freelance spend but still lack a clear view of where that money goes. Different cost centres, suppliers, payment terms and unpredictable invoice timings can make forecasting harder and create avoidable cashflow pressure.

Start by mapping headcount, spend by team and cost centre, payment terms, suppliers and the time each function spends on administration, onboarding, invoicing and payroll. That gives you a more realistic baseline for comparing your current process with an outsourced model.

Put a value on errors and compliance exposure

Payment errors take time to investigate and correct. They can also damage trust with freelancers. The same applies to worker engagement decisions and contract terms: line managers aren’t usually specialists, and mistakes can create financial and reputational exposure.

The off-payroll working rules can place responsibilities on clients, while employment status affects who is responsible for tax and National Insurance. The aim isn’t to attach an arbitrary figure to every risk. It’s to recognise the controls, specialist input and management time needed to reduce it.

Consider the impact on your reputation with freelancers

Slow onboarding, repeated requests for information and late payments shape how freelancers talk about a business. In a competitive creative market, a poor experience can make it harder to re-engage proven people or attract the best talent for the next project.

A positive experience can have the opposite effect. When freelancers are onboarded quickly, can submit timesheets easily and are paid promptly, the process supports both delivery and your reputation in the freelance community.

Compare the whole process

The strongest cost comparison includes people, systems, management time, duplicated work, payment errors and delays, compliance controls, cashflow impact and the freelancer experience. Once those elements are visible, an outsourcing decision can be assessed on its true commercial and operational value.
